There are several combinations available

The second clue says the total is a certain number, which is visible to both the persons. Still the second person is not able to find the answer. This means there are two sets of numbers with the same total. (means, if the number of that bldg was say 38, the second person would have told 36,1,1 as the answer). So in these sets there are two sets (9,2,2) and (6,6,1) with the same total 13. This is the reason the third clue was required. THe third clue talks of 'oldest boy', which indicates there 's only one 'oldest' and hence 9,2,2 is the solution
